Payroll Based Journal Reporting: Staffing Data from National Guard Can Be Input
In June, CMS ended the blanket waiver of the requirement for nursing homes to submit staffing data through the Payroll-Based Journal (PBJ) System. Nursing homes must submit the requisite staffing data for Calendar Quarter 2 (April through June) 2020 through the PBJ system by August 14, 2020. Please note that CMS has indicated that facilities can include staff hours provided by the state clinical swat teams during this period, provided that the facility can obtain documentation from the Department of Public Health that the specific staffing hours were provided.

The DPH has released the following information and an updated user’s guide:
“Due to ongoing connectivity issues, the Chapter 93 reporting portal has moved. As a result, you should have been issued a new link to your survey queue. As a reminder, your survey queue is where you can add additional forms or edit data in existing forms. If you have not yet signed up, you can do so here: https://redcap.link/Chapter93ElderFacilitiesV2.
You will be prompted to enter your email address and password. Once in your survey queue you will be able to add or edit data for existing submissions. Additional questions have been added, so please make sure to answer these questions for all residents or staff members that you had previously entered. Please click here to access the updated user guide to aid you in becoming familiarized with the system.
Please note the deadline to report your historical data has been extended to August 10th at 11:59 p.m. and you are required to enter new cases or deaths within 24 hours. If you have any questions regarding this reporting, please email DPH at DPH.BHCSQ@MassMail.State.MA.US.”
