Re: COVID-19 Updates: EOHHS Administrative Bulletins Regarding Direct Care Add-On and Surveillance Testing

EOHHS Issues Administrative Bulletins on (1) Extension of Direct Care Add-On and (2) Surveillance Testing Payment and Reporting Method
EOHHS today issued two Administrative Bulletins that (1) extend the direct care rate add on for July 1st and (2) establish the Supplemental Payment method for Surveillance Testing. Please also note that the CHIA weekly reporting requirement ended on July 6th. Facilities do not need to continue submitting this report.
- Direct Care Add On Administrative Bulletin 20-68: 101 CMR 206.00: Standard Payments to Nursing Facilities - This bulletin extends the Medicaid direct care staff rate add-on. Certified nursing facility rates, effective July 1, 2020, and corrected per Administrative Bulletin 20-68 can be found here.
- Surveillance Testing Supplemental Payment Method - Administrative Bulletin 20-69: 101 CMR 206.00: Standard Payments to Nursing Facilities establishes the supplemental payment method for the testing that nursing facilities are required to complete pursuant to MassHealth Nursing Facility Bulletin 148: COVID-19 Baseline and Surveillance Testing Requirements for Nursing Facilities. Payment will be $100 per test. MassHealth is requiring that nursing facilities conduct baseline testing of 90% of their staff who previously tested negative no later than July 19th, as well as on-going surveillance testing of staff beginning July 23, 2020, and testing of symptomatic or COVID-19 exposed residents or exposed staff, as recommended by the guidance issued on June 30, 2020 by the Department of Public Health (DPH), titled Long Term Care Surveillance Testing.
- Nursing facilities are also to report information about the tests conducted and the results weekly via a new electronic survey. The survey tool that will be used to submit this data associated with provider bulletin 148 will be available beginning next week on Tuesday, July 14th. The first report is due by 12:00 p.m. on Monday, July 20, 2020, after the baseline Testing Period. Facilities must also submit weekly reporting using the same online survey by 12:00 p.m. each Friday, beginning July 31, 2020. Nursing facilities must submit these reports weekly, even if they are in a bi-weekly Testing Period. To use the survey tool, facilities do not need a username or password. To access the survey, navigate to this link: https://www.surveygizmo.com/s3/5678159/covid-nf-surveillance. You will select your facility from a drop-down menu and proceed to answer the questions. On the last page of the survey, you will be prompted to upload your signed attestation form, which can be found on the last page of the provider bulletin 148. Once you submit the survey, you will receive an email confirmation. The email confirmation also includes a unique link that can be used to revise your submission or update pending test results. - CHIA weekly reporting has sunset. The final report was due last Monday, July 6th. Facilities do not need to continue submitting this report.
